Show a small label or panel when a block is hovered or focused.

A tooltip shows a small piece of content when a visitor hovers or focuses a block, a label, a hint, or a short panel.

Set the content, where it appears, and its look on the block. A tooltip can pull its text dynamically, so it can describe whatever the block happens to be showing.
