A template is the layout WordPress wraps around a piece of content. The front page has one, single posts have one, and category archives, search results, and the 404 each have their own. You design a template once, and WordPress uses it for every page of that kind.
From the Themer you open any template into the editor and build it with blocks, using dynamic content so one design fills itself for every post.
Templates belong to the active theme, which is why switching themes leaves them behind until you move them across.
